The Verge Web Portal allows Organization Managers to manage their user's desktop software permissions. This feature is available by navigating to the Organization workspace, clicking the "Members" tab on the left navigation bar, clicking the "manage" button on a particular user's row, then clicking the "edit desktop permissions" menu option.

This modal will allow you to add or remove your user's desktop permissions which governs what release streams are available to them in the Verge App Toolbox.
Adding "Beta" access to the Verge Aero Design Studio
If there are no subscriptions available in the dropdown, try adding a license for this application in the "Licenses" tab for this user first.
